Questions
Who signs a decree of transfer?
The bishop, with his own two-step code. The chancellor countersigns within 7 days unless the bishop turns that off, and the priest has at least 10 days' notice.
Can the bishop share the work?
Yes. He can give a power to a priest until a set date, and keep an episcopal vicar to chosen deaneries. Decrees on a parish priest stay with the bishop.
Who can read the clergy records?
Diocese staff with clergy rights. An episcopal vicar kept to some deaneries reads only the priests serving there, and private notes never leave the clergy page.
